In Colorado, many neighborhoods are governed by Homeowners Associations (HOAs).  HOAs function pursuant to a multitude of complex governing documents and are subject to the Colorado Common Interest Community Act (CCIOA)(a comprehensive law governing HOA creation and operation).  These legal instruments bestow upon HOA boards of directors and property managers numerous powers over residents and their property rights.
